The above error you are getting while recieving emails in outlook express is due to header of some email in Inbox is corrupted. To resolve this issue you need to delete this email from webmail. Please check the email number which is giving this error in outlook while recieving and delete that email from webmail. This will resolve your issue and emails will start working fine.

1) Reboot your machine if this does not work then
2) Try to send email by using another ISP, if this does not work then
3) Send me your Outlook SMTP setting screen shot .
