To restore database backup from cPanel, please follow the following steps :-

1) Login to Cpanel.

2) Click on "Backup Wizard".

3) Click "Restore".

4) ClickMySQL Databases

5) Click browse and find the backup file for the database on your computer or removable media.

6) Click Upload.
